General: Stewards inquired into the circumstances which lead to the withdrawal after acceptances of PHOENIX ARIZONA from Race 3, the SIGNCITY 0-58 Handicap on today’s programme due to the gelding being ineligible to compete. It was acknowledged by the TRSA Handicapper that he had overlooked that PHOENIX ARIZONA is rated as an open class horse and therefore not eligible to compete in a 0-58.  As it was also established that this same eligibility issue had also been overlooked when gelding had competed in race 6, the MIX 104.9 0-58 Handicap at the Darwin Turf Club meeting on 8 July, 2017, the Stewards subsequently disqualified PHOENIX ARIZONA from it’s 11th placing in that event under the provisions of AR47(3)(a).

As the trainer, D Leech was deemed to have breached AR47(4) in that he was responsible for the nomination and acceptance of  the gelding in both races when ineligible and through his representative he was fined $500.

Following these incidents, the TRSA Handicapper in consultation with the TRNT CEO, undertook to review the processes at nomination stage to mitigate the risk of this occurring in future.
