General: Stewards reconvened an inquiry which was adjourned at the race meeting held at Pioneer Park on 3/9/17 as to apprentice Zack Gibbs failing to attend the Stewards office when directed to do so on that day, his use of a mobile phone whilst in the jockey’s room, and failing to fulfil his engagement for that day.

In regards to his failure to attend the Stewards room, Stewards reminded Z Gibbs of his obligations under AR175(p) that when a directive is given to him by the Stewards, he must obey that directive.

In regards to him using his mobile phone whilst in the vicinity of the jockeys room, Stewards imposed a fine of $300 (AR160b(2).

In regards to his failure to fulfil his riding engagement at that meeting due to him being overweight, Stewards when considering penalty under AR120(b) took into consideration the following:

(A)  This was the second consecutive meeting in which apprentice Z Gibbs has failed to fulfil his riding engagements due to his overweight after accepting the rides (AR120(b).

(B)  His previous failure to make the weight resulted in that runner being scratched as there was no other available rider.

(C)His admission that he had not fully committed to making the weights of those runners.

Stewards suspended Z Gibbs licence to ride in races to expire midnight 24/9/2017 (2 Alice Springs meetings). As Stewards had stood apprentice Z Gibbs down on Tuesday 5/9 to accept rides for the meeting on the 9/9, the suspension was back dated to commence on that date.

Further Stewards placed an embargo on apprentice Z Gibbs MRW of 58kgs until he can satisfy the Stewards that he can maintain an acceptable lighter weight.

Apprentice Z Gibbs was notified of his rights of appeal.

Post-race samples were taken from all winners.
